How to Change Thumbnail Metadata to show all of the time, not just on rollover

By default, in order to see metadata and comments about an image the user has to rollover the image. I would like to change this so that the metadata and those comments are always showing. I have looked all over for a setting in the admin console and found nothing and I have looked in these forums. I can't figure out how to change this setting. I have attached two images of how it normaly works. I would like all of the data that can be seen in the rollover image to be permanently viewable. All help is appreciated.
