Is it possible to leave space inside an image frame?

By default the image frame flows with the image orientation. Is it possible to fix the width or height of the frame, regardless to the image orientation? For example, a frame looking like 135 format slide mount, which is square.

Thanks a lot!

Followed the steps and it was a half success - the frames are now consistent in height but not in width.
