Everyone, even guests have all permissions.

I recently installed Gallery 1.5.3 into my phpnuke 7.8 website. I went through the config just fine, but didnt disable the global check. I made an admin and another user, everything was working fine. I decided to disable the global check so my nuke users could use the gallery without making new logins and such, and now everyone has all permissions.
