I have followed the instructions (I think) to get the SVN version of G2. I am logged in as root to do the svn update so gallery can't write to the files so in DP all the modules are locked. Is there a way to get this where I either login as whatever user Apache uses or make apache use root. This is just for me to play with (IE it's not out on the internet.) At my real host scripts run as the user who's account it's in.

You need to chmod the files in order to make Gallery 2 able to write to them. As long as this is local, all you have to do is issue the following command:

chmod -R 777 /srv/www/gallery2

That should set the permissions in such a way that Gallery can write to them.
