request for feature, ok to even pay for that feature or donate money

feature is pretty simple, i want people to be able to upload video files to my gallery and i need to be able to cut that video into separate peaces and let other people to buy those peaces off of me.
as far as how much, it's up to you to determinate.
i thought developer of gallery project would be on it, so it though it shouldn't take long for him/her to do something like that, and like i said i can contribute money as a donation to the project.
